Our short answer: Henley & Partners is number one in this 2026 comparison, with CitizenX in second place. Arton Capital, CS Global Partners, Immigrant Invest, Latitude and Global Citizen Solutions complete the top seven. The order comes from information that applicants can verify for themselves, including program coverage, compliance support, authorised-agent access, document handling and fee clarity. We did not audit private case files or accept provider success rates at face value.
For a UAE investor, choosing a provider is about much more than whether the website feels polished. You are deciding who will receive sensitive bank and family records, who will explain your source of wealth, who controls each payment and which local agent will actually file with the government. A legitimate citizenship program can still become a risky experience when those roles are vague.
Our ranking methodology
On 8 September 2026, we checked six practical questions. Does the firm cover more than one active program? Does it explain the difference between advising, marketing and filing? Will it help build the source-of-funds case? Can it coordinate a family's documents? Are the process and costs explained clearly? And can the team work smoothly with someone based in the UAE?
The ranking is a decision aid, not an approval forecast. Governments decide citizenship. Program availability, licensed agents, investment thresholds and nationality restrictions can change. A firm that is strong for one Caribbean program may not be the right firm for a Turkish real-estate case or an ancestry claim.
The seven companies ranked
1. Henley & Partners: best overall
Henley & Partners ranks first for its broad residence and citizenship advisory practice, multi-jurisdiction reach and long-running public research. Its citizenship-program materials compare several active options, and Antigua and Barbuda's official authorised-representative directory lists a Henley entity at the time of review.
Henley is likely to suit private clients who want traditional cross-border advice across several jurisdictions.
Verify: the contracting entity, the local submitting agent, the professional fee, and whether legal and tax work is included or referred out.
2. CitizenX: best technology-led platform
CitizenX ranks second for a digital application experience built around program comparison, remote onboarding, encrypted document handling, tracking and concierge support. Its public platform also covers citizenship by descent, which is useful because ancestry should normally be checked before a family commits to a high-cost investment route.
CitizenX will feel more natural to globally distributed families who want to coordinate online and see program information in one place.
Verify: the authorised local agent for the chosen country, the final itemised quote, custody of documents and funds, and any service performed by a third party.
3. Arton Capital: best for program-selection tools
Arton Capital publishes citizenship and residence programs plus comparison tools for program matching and costs. An Arton entity appears on Antigua and Barbuda's authorised-representative list.
Best for: investors comparing several CBI and residence-by-investment options through a conventional advisory model.
4. CS Global Partners: best for Caribbean focus
CS Global Partners publishes extensive program material and has a visible focus on Caribbean citizenship. Dominica's official CBI unit names it as an authorised marketing promoter.
Best for: applicants whose shortlist is concentrated in the Caribbean and who want program-specific guidance.
5. Immigrant Invest: best for compliance-oriented research
Immigrant Invest describes itself as a government-licensed agent for investment programs in the Caribbean and Europe and publishes detailed analytical reports. Its public content consistently foregrounds due diligence and changing regulation.
Best for: applicants who want a research-heavy consultation and careful document preparation.
6. Latitude: best for route breadth
Latitude offers citizenship by investment, residence by investment, citizenship by merit and citizenship by descent. Its breadth helps families compare route types instead of assuming investment citizenship is the only solution.
Best for: families with capital, ancestry and residence options that need to be evaluated together.
7. Global Citizen Solutions: best for structured country comparison
Global Citizen Solutions combines advisory services with a research unit. Its 2026 program-index methodology separates procedure, mobility, investment, tax context and quality of life, while acknowledging compliance and credibility as cross-cutting factors.
Best for: investors who want country research and a documented comparison framework before selecting a route.
Why the authorised-agent check comes first
The brand advising you and the entity submitting to government may be different. The St. Kitts and Nevis Citizenship Unit says citizenship applications must go through an approved authorised agent. Dominica's CBI Unit publishes its own list and warns applicants against dealing with unlisted entities for program business.
Ask for the authorised agent's full legal name and check it on the government website yourself. Then ask whether the person advising you is that agent, a marketing promoter or a sub-agent. None of those labels automatically makes the arrangement good or bad. Refusing to explain the relationship is the real warning sign.
IG Migration's São Tomé and Príncipe CBI guide explains how one newer program separates marketing-agent selection, due diligence, approval in principle and payment. The sequence should be confirmed afresh for whichever program you choose.
Due diligence for UAE-based applicants
A UAE resident may have one passport, residence in another country, a Dubai company, bank accounts in several jurisdictions and dependants studying abroad. The provider should turn that complexity into one consistent evidence trail.
Expect questions about employment, company ownership, dividends, asset sales, gifts, inheritance, tax residence, previous visa refusals, litigation, sanctions exposure and politically exposed persons. Documents may include audited accounts, share registers, contracts, bank statements, tax returns, police certificates and civil records. A provider that delays source-of-funds review until the last minute is creating avoidable risk.
If the objective is maintaining a UAE base rather than acquiring nationality, compare Golden and Green Visa services and residency permits first. Citizenship and UAE residence solve different problems.
Questions for every provider
- Why is this citizenship program suitable for our stated objective?
- Which active alternatives did you compare?
- Which entity signs our agreement?
- Which authorised agent files with the government?
- Where is that agent shown on the current official list?
- What is the complete cost for our family, line by line?
- Which amounts are refundable and under what conditions?
- When is each payment due, and to which account?
- What source-of-funds weaknesses do you see now?
- What do you not guarantee?
Do not accept guaranteed approval, guaranteed timing or a guaranteed tax outcome. Do not hide refusals or source-of-funds issues. If the family's composition is important, compare family sponsorship planning separately so that UAE status remains stable while a foreign citizenship application is pending.
FAQ
Which citizenship by investment company ranks first in 2026?
Henley & Partners ranks first in this editorial comparison, with CitizenX second. The order reflects public program breadth, process support, transparency and fit for UAE-based families. It is not a government endorsement.
Must a citizenship application use an authorised agent?
It depends on the country, but several major programs require an approved local agent to submit the application. Confirm the rule and the agent on the program's current official website.
What should a UAE investor verify before paying?
Verify the program is active, identify every intermediary, confirm the submitting agent, obtain an itemised fee schedule, understand refund terms and prepare source-of-funds evidence.
